☎️“Hey, isn’t Country A going too far? Isn’t this just a power play by a superpower?”
Just a few days ago, a friend said this during a conversation:
“Isn’t this ridiculous? Why should Country A stop the Netherlands from selling its own products?”
The extreme ultraviolet (EUV) lithography machine made by A*** is far more complex and sophisticated than any fighter jet.
Its core technologies include the light source developed by U.S.-based Cymer, a mirror system by Germany’s Zeiss, and process control technologies from the Netherlands.
In short, it’s a multinational technological product. If more than 15% of its components are of U.S. origin, the product is subject to U.S. export controls.
Now consider the German part:
The ultra-precise mirror created by Zeiss allows for error margins of just a few nanometers—an extraordinary engineering feat.
When the Dutch government blocked EUV exports to China in 2023, Germany also restricted the export of Zeiss technology independently.
🧠The Psychology: Is It Really Just “A Powerful Country Blocking the Weak”?
Most of us instinctively dislike the word “block.”
Especially when a superpower is the one doing the blocking, it feels inherently unfair.
But let’s get to the core issue here:
Those who own intellectual property (IP) have the legal and ethical right to control how it's used.
Just as South Korea works hard to protect Samsung or Hyundai’s innovations,
the United States wants to stop its technologies from being used in ways it deems risky.
Whether we’re talking about weapons or semiconductor tools, the principle is the same.
🤔Why do we feel it's unjust—even when we know it's not?
Saying "Country A is being unfair" feels emotionally satisfying.
But when you look closer, what’s happening is entirely legal, well-documented, and based on international regulations.
Sometimes, we assume everything in the world runs on raw power.
A*** didn’t voluntarily block exports—it was because U.S. technology was embedded in the product, and without U.S. approval, exports weren’t legally allowed.
Meanwhile, the Dutch government also blocked exports on the grounds of national security.
Sometimes, the world might seem to turn on "the tyranny of superpowers"...
But often, there are deeper, more complicated reasons behind it.
So let’s ask this instead:
If the foundational technology behind the EUV machine belonged to China, would they have approved its export to a rival like Country A?
Calling a rightful exercise of intellectual property a 'power play' is not critical thinking—it's ignorance.

며칠 전, 지인과의 얘기중 이런 말이 나왔습니다.
"그거 너무한 거 아냐? 네덜란드가 물건 좀 팔겠다는데, 왜 A국이 나서서 막고 그래?"
A***이 만든 극자외선 노광장비(E**)는 전투기보다 더 복잡하고 정교한 첨단 기술 덩어리입니다.

🧠인간의 심리: ‘힘센 나라가 막는다’는 오해
우리 대부분은 "막는다"는 단어에 본능적으로 반감을 가집니다.
특히 그것이 '힘 있는 국가의 행동'일 때는 더 그렇죠.
하지만 본질은 이겁니다:
지식재산권(IP)을 가진 자는, 사용을 통제할 권리가 있다.

마치 우리가 삼성, 현대 기술을 보호하려 애쓰는 것처럼,
미국은 자신들이 개발한 기술이 ‘원하지 않는 방향’으로 퍼지는 걸 막고 있는 겁니다.
그건 무기가 됐든, 반도체 장비가 됐든, 기준은 같습니다.
🤔우리는 왜 말도 안 된다고 생각하면서도 그렇게 느끼는 걸까?
"A국은 불공정하다"는 말은 감정적으로는 솔깃합니다.
하지만 사실을 들여다보면, 합법이고 정당한 제도적 절차일 뿐입니다.
우리는 가끔 '힘의 논리'가 모든 걸 좌우한다고 착각합니다.
하지만 이번 A*** 사태는 법, 협약, 기술의 상호 얽힘이 만든 복잡한 그림입니다.
A***이 자발적으로 수출을 막은 게 아니라, 미국 기술이 포함됐고, 미국 정부가 허가를 안 했기 때문이며, 네덜란드 정부도 국가 안보 명분으로 막은 겁니다.
세상은 일반인들이 생각들하는 "패권국의 횡포"에 의해 움직일수도 있지만
좀더 복잡한 이유가 있을 가능성이 많습니다....
이렇게 생각해봅시다...만약 e**의 원천기술이 B국에 있었다면????
경쟁국인 A국에 수출을 승인했을까요???
